I'm from ohio and live in NM. You should've taken that shot, even if you could slip between the lungs there are plenty of arteries to hit, besides the hydrostatic shock would have mushed up the lungs plenty to humanely harvest that elk. Now if you felt you did not have the ability to place the bullet where needed, then good for you for holding off.
Varget will work great in your 308 but not a good choice for your 284. I use H4831sc but there are a few others you can use too, 4350 comes to mind. I personally stay away from reliant powders due to temp instability.
