180 Grain Bullet 3400 FPS or better

I'm quite certain a 300 RUM can get you there if you throat it properly. Nosler load data shows 3359 fps (from a 24" barrel) with 180 gr and 3.6" COAL. Extend that it to 3.8+" and your likely getting 3400.
 
Kirby is in the middle of a build for a 7 AM for me right now. Going to see what she does with the 172 gr Absolute Hammer with an alternate load developed for the 195 EOL's. Expecting a good 3500+ on the Hammers and 3300+ on the 195's. Depends how hard you want to push it, but pretty easy to get 3500 out of 180 class projos.
 
as was suggested the standard 300wm should get you there with good brass and 178gr Absolute Hammers, caveat being that no other bullet options will do it, cup and core bullets will need more displacement for the powders appropriate to them...
 
My old Lazzeroni Warbird would break 3400 with a 180 using Reloder 25 out of a 26" barreled Sako M995. Didn't need to do it, but it was fun for a while. Ended up settling on the 150's at 3650ish if I remember correctly.

As said above, properly throated and loaded with the right powder it should get you there and likely with a 26 inch barrel.

Sounds like fun to me and I typically like heavies. For example I'm running a 230 at 2950 from a 30 nosler with room for just over 3k. And that's with H1k.
 
At 3000 fps muzzle velocity I had 180 ELD coming unhinged on critters in the 300-400 yard range. At 650 is calmed down enough to perform quite well. I can't think of anything but a mono that I would shoot at 3400 fps. In a 7mm I'd be thinking 180 scenar at around 2950 fps or 195 EOL at around 2900. But I've gone down rabbit holes before too so I understand lol.
