Lube, brass hardness, and a consistent handle pull are all things that I have seen affect shoulder bump.
I use Imperial size wax and don't put any on the shoulder. A thin coating on the body, and a touch around the neck works well for me.
It's really hard to see what the extractor looks like in your picture. Your camera is focused on the background rather than the boltface.
You can take a small screwdriver and rotate the extractor, but that shouldn't matter much.
As for the ejector, you could get a replacement spring, or trim...
That's another good point. Check the front action screw to make sure it isn't making contact with the bolt lugs. You have to be careful when swapping stocks on an R700, if the front bolt is too long, it will extend into the bolt raceway and interfere with the bolt.
I would start with cleaning, like others have suggested.
While it could be an extractor issue, I don't believe Remington has used rivets on their extractors for a long time.
Also, check the ejector plunger to make sure it is moving freely.

If I want a precise shoulder bump- I start with a clean die, then use Imperial sizing wax, and apply with my fingers to the neck and the body. Putting it on the shoulder can create issues with consistency as it can build up in the die or is thicker on one piece of brass than another.
