FWIW the draw odds posted on the WGFD site are the number of applicants and not necessarily the number of tags issued. For that info you need to contact WGFD.
For example WY area 23 type 1 there were 440 resident tags available for the resident random draw.
199 apps had it 1st choice 122 apps had it 2nd choice and 44 apps had it 3rd choice. So it's a given that all 199 1st choice drew that choice. Out of 156 2nd and 3rd choice apps only 36 tags were issued leaving 205 tags to roll into the non-resident pool. So 120 of those 156 apps likely drew 1st and 2nd choice tags in other areas.
So as a non-resident when you do your DD for choosing an area, it's wise to also look at the resident draw. Ask the WGFD if you have questions.
