Non-resident license fees.

Here's an old idea, but one that could raise tons of cash for any game department that would do it, and it's really quite simple. Since wildlife resources are held in public trust, and ideally everyone should have equal access, why not allow those people lucky enough to draw a tag to put their tag into a pool to auction off if they choose to? Most of the funds earned would go to the department, but a portion would go to the tag holders who added theirs to the pool.
 
Here's a thought…Buy a house in the state(s) you want to hunt in. Compare that cost(s) to a NR license. When you stop hunting then sell the house for a profit. Just sayin…
That's some real bad legal advice. Just owning a house in a state does NOT make you a resident, nor entitle you to resident licenses. At least not in Idaho. I have seen many people fined thousands of dollars and suffer decades of nationwide license suspension after being caught trying to play that game. If you don't live here, vote here, and pay state income taxes here, you are NOT a resident.
