Help with 7MM - 140grTGK

Looking for help with 140 TGK I am trying to load for my 7-08.

Custom gun shoots <.50 MOA with 140 VLD's and 150 ELD-X's
VLD's .005 jam and
ELD-X's .050 off.
Have a 500 ct box of them so I am trying to make something acceptable.
Don't have any Sierra experience.
what typically do Sierra's like short/long???
Have tried IMR4064, Varget,-8208-VV150- Staball 6.5
 
I start at 0.020" from the lands with cup & core bullets. This is where all the Sierra bullets have done well.

The exceptions being Berger VLD at 0.005" off the lands and Nosler RDF at 0.030" off the lands.

I ran a ladder w/Varget which is what is working with Hornady & Berger.
Started at touching decreasing by .010 for .050… nothing even close to acceptable.

You ran a ladder test?
Or a seating depth test?

Ladder usually used for finding powder charge.
