I have a 338-378 weatherby and I got some 230 hornady eld x bullets. I have a few pounds of h870. I wonder what powder charge I should start with. Does anyone have any suggestions

No idea on H870 but I would look at RL25, 110.4 grains gets you 3200 fps in Hornady reloading Manuel. Max load.

Personally, the H-870 is going to be a little slow for your combination and since it has been discontinued for a some years, data is harder to find. Here is another way to look at the potentials data:

I didn't test any of the Hornady ELD-X or M when I was developing loads but I did find that H-1000 and Retumbo performed quite well. You can also look at VVN568 which is what I went with the Norma 230 gr. Oryx bullets.
