What mount is this?

Everyone I've shown this rifle to has no clue what mounts these are. I was considering changing the mounts to picatinny, but curious if its a good system and if its worth keeping these mounts.

Looks like it could be mounts for the European style railed scopes.

Looks like they are the bottom portion of the scope ring....
Can you see the steel sights over the top...
..an old Husqvarna rifle I shot a few times had something simular....
that rifle came from across the Atlantic ocean.....

does the far side (without a hole) have a small ledge or ridge machined into the top of it
