weird only federal brass in 264 wm splitting becks

Dang I just dug out some 264 win mag ammo I.loaded and shot some .I put the cases which were 7 REM mag federal brand were the only ones that cracked the neck .The load was not max load just wondering if I need to anneal cases next time .I neck down all my 264 wm from 7 mm REM mag because of cost and just finding any brass these days .My neighbor had problems with Remington 7 mm REM mag brass that was once fired for his 7 REM mag.
 
Federal brass can be very "hard".

If it is nickle plated, opinions differ but I won't use plated brass anymore.

If it is not nickle plated. Yeah, I don't understand but annealing could help.
