I fell into this rifle awhile back. Thought I would use it but found myself always picking up one of my .300 Win Mags for open country elk. I can't recall all the details. It had one prior owner.
The best I can figure. Is that this was originally a 23" barrel rifle. The prior owner had the barrel cut to 21-1/2". A muzzle brake installed and the barreled action cerakoted matte black. The barrel was shorted enough to remove the portion with the front sight screw holes.
The rifle is super clean with 47 rounds fired(Factory Hornady). There are several small rub marks on the front forearm checkering which appear slightly lighter than the checkering.. It has Ruger scope rings and a Vortex 2-7x32 the original owner mounted.
I'm not a big Ruger fan. I do own a SS Ruger .416 Ruger guide rifle. So if I need to kill a dinosaur. This particular rifle is not needed.

Night force scopes
Leupold VX-5's or VX-6's
Remington 700 "Classic's"
Remington 700 rifles
Tikka or Rem700 in 7-08
May be interested in other trades. I like most things that go bang.
