Velocity absolutely matters-- as long as you find an accuracy node at that higher velocity.
For a cartridge like the 6.5cm a 150fps increase in velocity over factory loadings can increase my effective range on deer sized game by 150-200 yards (ft/lbs delivered and velocity for expansion).
And it doesn't cause a significant increase in felt recoil or muzzle blast.
