Unknown 1" scope rings

Does anyone have any idea what make these rings are and where would you find mounts for these? They are 3/8" wide for 1" scope with 5/64 adjusting screws. Windage "wheel" has micro clicks for fine adjustments

Look like 22rf cal with that dovetail, haven't got my glasses on and my phone is too small to see detail.
Is that a dovetail mount?

Not a dovetail mount. Two set screws that would be secured to mount. Never seen any rings like these.
