Have had a few Savage actions done by Sharp Shooter Supply and obviously the Rem boys have been doing it forever, has anyone had this done on an American action? How did it go? Any smiths known for doing this?

FWIW I haven't found much. Have a few emails in to smiths but no responses yet.

Maybe the Rugers don't need it as much or maybe the design doesn't allow it to be done as easily, will update if I hear anything back.

There is really no need to true it up as the Ruger Americans use a barrel nut arrangement to attach the barrels. You probably won't see an appreciable difference in using that set up and getting a shouldered barrel.

I have done a few Savages and a couple of Remington (Remage) builds. On the Remingtons, I have had LRI clean up two of the actions and used one "as-is". The "as-is" actions shoots just as well as the two I had LRI work on. In the future, I am not going to spend the money if I am doing a Remage set-up as I don't think it is worth it. I would hazard to guess that the Ruger will be similar. Timing a three lug bolt is also not really necessary.

In my opinion, the only thing you have to do is put some lapping compound on the bolt lugs and cycle the action about 250 times.

With all the options for better actions out there now I don't think blueprinting cheap mass-produced actions is really worth it anymore. By the time you pull off the barrel, change the stock out, and replace the trigger you might as well have just bought a bare action in the first place.

I have a factory stock R700 that hangs with some of my Defiances, yet neither of those really hold a candle to a Bat or Stolle. I replaced all the internals and only used the action and bare bolt, but didn't cut any metal on it.

I have a Stratton built on a worked-over Defiance, and a Bat that Alex Wheeler did, and those both benefited from getting touched up. But neither started as one of a million made in the first place. I'd rather wax a Ferrari than a Datsun.

FWIW I do have several Americans and they're fine for what they are, but I'm not sinking a nickel into them either.
