Using the integral recoil lug they may be more secure than depending on 6-48 screws to hold the shear forces on the rail.

Yes. Tikka has a built in dovetail rail they attach to AND they have recoil lugs that go into the tikka lug spaces. I'd consider it more secure than a non lugged rail.
