Tarnish removal ?

I recently purchased a couple of rifles and upon cleaning them and removing the scope mounts I found a build up of tarnish underneath the mounts,it's very hard and I cannot get it to come off any ideas ? One rifle is blued and the other stainless. I have tried Kroil And finger nail polish remover with no luck.
 
Look up the "Frontier" rust cleaning 'cloth' by Big 45, it is a wound ball of a special alloy that is harder than rust, but won't touch bluing or other finishes. It is awesome~!

About all Loc-tite's have a heat point they soften at for screw removal. I am with Edd on this. A little heat should do the trick. just be careful with just enough heat to get the loc-tite to release its grip.
