You can use an embedded front rail on virtually any tactical stock or, depending on the configuration, it is also possible to mount a "clip on thermal" using an extended picatinny base.
There are rail systems available which allow you attach thermal imaging devices to your rifle. They can be monolithic in construction or added to the build as a separate element. These are usually additional to the stock and the barreled action.
This picture illustrates the Badger Ordnance EFR (Embedded Front Rail) which you buy separately and have your gunsmith inlet the stock for it. It should be bedded into the inlet.
This is a complete rifle with the EFR installed and bedded into the forearm of the stock. Be aware that the stock forearm has to be wide enough to allow for the inlet and bedding.
