I have a bunch of Winchester WMR (no longer available) but everything I can find on it says it's not temp stable.Staball HD should work great in the 7STW.That long case should have a good case fill with that powder.With the longer barrel you should get some really good velocities.Hodgdon has load data for it,but the velocities they show are rather low because they used a 24" barrel.This cartridge really benefits with the long barrel and slow burnrate powders.I've burned a lot of Winchester WXR(like Reloader22 and Supreme 780) in Sendero 7STW with great results.I picked up another 7STW with a Lilja barrel and had to back off a few grains with that one.I switched over to Magpro in that one and it's shooting 175gr bullets around 3050fps.I think the Staball HD would do a little better.Here is Hodgdon's data https://hodgdonreloading.com/rldc/
InterestingI tried it in my 7 PRC. It had great accuracy but I ran about 150 fps slower than magpro and 200 fps slower than RL22 with Nosler 175gn ABLR.

Well, I broke down and picked up a jug to try out in both the stw'sHUUMMMM.
I was thinking of trying it in a Rum.
Hodgdon shows it slower than Retumbo
