It is a Pigmy owl...of northern Idaho..

Well, if anyone gives a hoot, here are a couple of Burrowing Owls we saw this time last year near Malheur Lake National Wildlife Refuge. Taken with Nikon D850 with Nikon AF-S NIKKOR 500mm f/5.6E PF ED VR Lens.
That's what they look like....huh...I see many of them..often....piles of feathers n the hwy..........not very smart....guess that's why they live in holes.....
They are also called "Howdy Birds" they pop up like they are saying "Howdy". While I was taking pictures one flew off and got nailed by a hawk. The hawk must have been hovering watching them.
