According to the ND site NRs aren't even allowed to put in for a license until after both draws are completed for residents, so good luck and at best there will only be 130 NR licenses issued depending on the resident application numbers.
If this is your first year putting in for a Non-resident tag, your chances are slim to none of getting a tag. Lots of public land in most of the units. Not nearly as many antelope as there once was, but still plentiful and not that difficult to find.
The county you applied for and the number of preference points you have would need to be involved in this question before anyone could "guess" your chances. Like stated above, it's hard to draw with 0 preference points even as a resident.
