Solid hunting bullets like the DGS (Dangerous Game Solid) etc are perfectly legal. So are Sledge Hammer bullets. Cabellas even sells them. So eventhough most folks don't use them here for lack of Cape Buffalo etc. They're legal to buy, own, & shoot.
Almost the entire line of Barnes bullets are solid copper, Nosler E-Tip, & Hornady GMX ring a bell?
Then there's FMJ which aren't "solids" but they don't expand so..... But they're legal to own & shoot, just not hunt with.
ATF could care less if you want to buy solids. Lots of folks do for preparation of an African Safari etc.
