Short throated chamber?

Hello all,

I recently received my win m70 264 win mag 1:8 twist win mag back from pacnor in which they rebarreled fitted and chambered it. I've noticed that when I try to chamber a round longer than 3.220 it's already in the lands. Max SAMI coal is 3.340 and I cannot get one that long to load. I had this gun built to shoot the longer heavier vld bullets. Is the throat to short? Should I have talked to them about shooting the longer bullets before they rebarreled it? Any help is greatly appreciated.
 
If it was my rifle and my measurements are correct, I would be calling. Maybe I'm wrong here but I would just (assume) that it should be at least sammi length with a little freebore.
