I got a Savage 110 blued and it seems to like rust on and in the receiver. Can receivers be cerakoted on the inside? Please recommend.

You could, but we don't typically Cerakote surfaces like bolt rails, feed rails, ramps and such as the coating will wear and chip off. You may consider the Nitriding processes - tough as all get out and good inside and out.

I've done many of them. However, clearance of the bolt in the receiver boltway needs to be considered. Cerakote will add at least a thou- usually two- to the surface being coated. As long as you've got five or six thou clearance it's fine, even if it's a little on the tight side the Cerakote will wear down over cycling the bolt.
Fact is, once rust is on the surface no amount of oil will stop it, though you can slow it's spread.
It's a cancer. The only way to make it go away, is to take it to bare metal and then Cerakote (or re-blue).
If there's inadequate clearance to coat the inside of the receiver, I'd blast the entire receiver then "mask" the boltway with a dowel before Cerakoting. Afterwards, you'd need to very lightly hone the blasted boltway with compound or very fine emery cloth to smooth out the roughness created by the blasting, then KEEP IT OILED.
I find a surprising number of gun owners don't understand the blueing requires regular oiling to maintain corrosion resistance. Even then, it's crap compared to Cerakote for corrosion resistance- particularly for hunting rifles in damp environments. Socom Blue or Midnight can be mixed to very closely approximate the same color as hot blue if you like that look without the maintenance hassle.
