First of all hello and thank you for the great board.

Can a 7mm Magnum 700 BDL action be used to build a 300 RUM, or Tomahawk, without opening the bolt face or using an extractor?

Yes, the Remington Magnum action can be used for the 300 RUM or the Tomahawk.
