Question on which custom action with .588/.590 bolt face?

Does anyone know of a good custom action with a few features? I'm looking to build off of the .338 Lapua Mag, so it has to have the length, and a bolt face diameter of 0.588" or 0.590".

Other features:
Integral rail (if possible), preferably 20MOA.
Spiral fluted bolt.
Ability to utilize a hinged floorplate (I do NOT want a blind box or a detachable mag setup).

Many of these come with an integral rail but others come with a rail which can be pinned and screwed. Some are in a tactical style while others are tighter tolerances for long range accuracy competitions. A few of the larger gunsmiths have one or more of these companies 'private label' for them but you're essentially getting the same action such as a Defiance.

You will have to ask about the hinged floor plate on some of these. I know Defiance has and sells them this way as does Montana.
