Outdoorsmans adapter

Does anyone know of a adapter that allows the outdoorsmans tripod head to be used with a Picatinny rail
I want to be able to clamp my existing rail on the stock into the outdoorsman's tripod head

This with an outdoorsmans base on the bottom.

Unless I am mistaken this won't allow me to use the outdoorsmans attachment. ie: spotting scope, bino adapter, v-rest

You just take this off the head with an outdoorsmans plate on this it allows the head to hold a pic but is removeable
