Yep, resident landowners took a decent number out of their pool before the draw and NR landowners took all of the ones allotted to NRs such that there were none left for the draw. Many people don't know it, but in Wyoming land owners qualify for a tag in a unit if they have 160 deeded acres and 2000 animal use days and they automatically get a tag if they apply for it. Those are taken first right out of the total showing in the Final Regulation section before the other draws are held. If there are a limited amount of tags and a bigger number of landowners that apply for those tags, then it is very possible that there will be none in the draws odds section of the G&F website you looked at to ask your question.
