Necking 6.5 to 6mm

im loading for a Browning HC LR in 6mm Creedmoor. I am using starline 6.5 brass, sized down. I'm struggling to get a decent group with this rifle, frequently 3 in less than 1.5" at 200 yards, but the other 2 shots will open groups up to 3+".
Is it possible that my brass is an issue?
 
I had some availible. I can order some 6mm brass in if it's an issue, but everything measures fine on the resized brass from what I can measure.
 
I would suspect the bullet.

Have you tried some Federal Gold Metal Match with the Berger 105 gr Hybrid to see if that works? Maybe you have a bedding or scope problem.
 
I have tried 103 ELD x and 105 RDF. Neither is shooting well. The scope is a new Nikon Black 4-16. The rifle is factory bedded. This is my first Browning, I've had a ton of Tikkas in the past, and maybe I'm spoiled....I've never had to work this hard to shoot a group.
