Looking for somewhere to deer hunt

I am from California and currently a freshman at the University of Nevada, Reno. I have recently gotten into deer hunting and have only been able to hunt zones D3-D5 in California which is an over the counter tag and there are 33,000 available so the hunting pressure is ridiculous. I was wondering if anybody could give me an idea of where I could go hunt that is not going to take a huge chunk of change out of my pocket and will give me a pretty good chance of shooting a deer. I have grandparents who live in Klamath Falls, Oregon so that would be a good place since I could base camp from their house. Any ideas? By the way I have never shot a deer, so I am not to picky about the size of the deer(preferably not a spike though).
