The budget would be around $2000 for the rifle and scope
The Vangard suggested by MR is a nice rifle although it's harder to find a smith that works on Weatherby and Winchester. They are out there. You just have to check around.

Sako, Tikka and others make some nice rifles. But, the 4 above are as close to long range out of the box as it gets.
Add an EGW 20 MOA rail, Burris XTR rings, Harris S Bi-Pod and a good muzzle brake. There are a number of brake options and I can't speak to all of them. But, the indexed brakes by Darrel Holland are excellent (hollandguns.com).
You should still have ample funds for a nice scope.
A lot of people like Vortex and Sightron which I have not tried.
Nikon and Burris have some quality scopes in your budget.
I am a big Leupold fan and they stand behind their product 1000%.
You won't be disappointed with Nightforce, but I think it'll blow your budget unless you get a really good deal on a rifle.
