If it's a factory twist you can try the 115gr Berger's over retumbo or something similar.

I'm guessing you have the standard 1 in 10 twist barrel, so the Berger 115g VLD with a G1 BC of .520 would be a good place to start.
You will be limited to bullets of 120gr or less with the 1:10 twist. There are higher BC bullets for the .25cal available, but they are heavier & longer so you need a faster twist barrel (1:8 or thereabouts) to take advantage of them.
I wouldn't let that stop me from getting started & playing around with what you've got, using what's available.

My 25-06 AI shot the 115 Berger at 3359 FPS with H100" out of a 10 twist Krieger. Worked great on deer out to 500 yds. Barrel was toast so re barreled to 25-284 with a 1-7.25" twist to shoot the 131 BJ. With that said, I agree with others that the 115 Berger is your best bet unless you rebarrel with a faster twist.
I just finished load development for my 25-06 with a 10 twist 26inch factory barrel. Previous responses are correct. Try the Berger 115 grain VLDs. My rifle makes bug holes with them at 3045fps. I load them with 50 grains of RL-23 over CCI200 primers. May be able to push them faster with a different powder/primer but I'm tickled to death with the accuracy.
What barrel did you go with?
The Sierra 117 gr Game King is a good bullet in the 25/06 and of course the 115 Berger, although with a 10 twist the Berger does not get the full 1.5 SG stability which is an important consideration in long range shooting. JMO

100gr Nosler Ballistic tips. Start at 51gr IMR4350 and work up in 0.3 gr increments until you shoot sub 1/2 MOA groups. The Nosler book is very conservative, and I've run that powder up to 53.5 gr in Rem brass without issue - and still been below their published velocity at 51gr. My chamber is also right at SAAMI min, so case capacity is also on the low end.

The load above is my groundhog load, from a late 1980's M700 BDL with a 24" bull barrel. Bullet selection was not based on killing anything bigger than 20 lbs, although the 100 NBT is certainly capable. It's just to heavy of a gun to be lugging around to shoot deer.

to what kind of ranges and for steel only but game as well?
The 115 NBT is another one to take a look at along with the 115 Berg
(I'm having my old 700 rebarreled to 25/06 this spring, great rifle, easy to use and very game capable from elk on down
using 52 grs of IMR4350 the Ballistic Tip is great out to 300 yards One hole at 100 and clover leaf at 200 and 300,but after that the group opened up
