Thought you people might enjoy this:
When I took my hunter's exam in Norway (which in itself is somewhat of a joke) they put quite a bit of emphasis on NEVER ATTEMPTING A SHOT AT OVER 100 METERS.
When my sister took the exam some five years later they had changed it to "under no circumstances attempting a shot at healthy big game at ranges exceeding 150 meters".
So I guess that when everybody's supposed to be equal, one tends to cater to the lowest common denominator, no?
