how to zero out scope on leupold Mark 4

i need some help on setting the turrets to zero. i bore sighted it at 100 yds. . Now when i set the elevation turret to zero it is 2 marks off. i loosened the turret but it won't go down anymore. so i'm already on the 2nd mark and i can't get it (the mark on the turret) to zero. what am i doing wrong?
 
The resultant bias seems normal to me.
A 30moa base/ring bias would leave you closer to the stop(with your hundred yard zero), but that would leave you little windage adjustment and possibly optical, or reliability issues.

I HOPE YOUR GOING TO DO MORE THAN JUST BORE SITE ONLY . MY LEUPOLD IS NOT AN MARK 4 BUT IT SHOULD BE THE SAME. RUN YOUR ELEVATION DIAL DOWN UNTIL IT BOTTOMS OUT THEN COUNT THE CLICKS BACK UP UNTIL IT STOPS ADJUSTING. THEN DIVIDE THAT NUMBER BY 2 . ONCE YOU HAVE THAT NUMBER YOU CAN DIAL DOWN THAT AMOUNT , THAT SHOULD GET YOU TO CENTER IN YOUR SCOPE REZERO YOUR SCOPE @ 100 YRDS, LOOSEN UP YOUR TURRETS AND LINE UP TO YOUR ZERO HASH MARK .

I think you mean you cant get it to zero on the horizonal scale right. If so, no problem that would be extra down adjustment which can be utilized with tapered bases, BUT most likely you will find you have enough remaining elevation up adjustment to get you to at least 800yds most likely further.
