Help new barrel problems

I posted about this problem before and still no luck finding the problem.
I'm having hard to very hard bolt lifts even though I'm starting out at the very bottom of the load data.
It's like I'm over pressure but with our the flattened primer.
Also there's a small gouge in the brass case like something is digging into it.
The only thing I'm seeing is where the cut out is for the claw extractor is not flush to the face. Does anybody know if this would cause problems with brass getting stuck?

sorry it's not a very clear picture. These didn't stick to bad as I'm using .1 gr over starting load data.
It's a Kimber 8400 chambered in 270wsm. Barrel was done by pac-nor
I don't know if I want to deal with them again as this is the 2nd barrel I've had problems with on the same rifle.
