Encore Pro Hunter 35 Whelen Velocity Question

I have an Encore Pro Hunter in 35 Whelen with a 24" barrel. My question is: why am I not getting close to the published velocities? I have tried R15 all the way to 61 grains with a 225 grain partition and can not exceed 2480 fps. Also, I have tried 200 grain bullets and barely climb over 2600 fps. Any suggestions or comments?
