A Russian woman tour guide in Velikie Novgorod taught me this little proverb:

What is the difference between a politician and a lady?

For a politician, "yes" means maybe, "maybe" means no, and "no" means he's no politician.

For a lady, "no" means maybe, "maybe" means yes, and "yes" means she's no lady.
