In my search to ameliorate "flyers" I've been trying to tune concentricity again.
what I've noticed is that some bullet-neck combinations tune easier than others in the Hornady Concentricity Tool.
Bullets that are tightly grabbed by the neck need more pushing and don't reach <0.002" very easily if they start out at, say, 0.005". However, I've noticed that Hammer bullets tune up fairly easily and I'm guessing that it is because of the very low engraving pressure//neck contact. I found something similar with GSC. Preliminary results suggest that this is having a positive effect.
