If they are factory sealed, metal cans have a piece of factory tape across the top. Plastic one have a glued on paper seal across the opening under the screw off lid.

None of my metal cans have that. Guess I haven't seen them with the tape before. Newark is a long ways from boise :)

In the mid 80's when I started buying powder in the metal cans none of the new ones I bought had the tape on the lid.
 
$20 a pound is reasonable but you do have to realize some guys just won't buy 'used/previously owned powder' from 3rd parties as they don't know for sure the age, what's in the can, etc.

Part of the reasoning that some folks want to know if the factory seal is still unbroken.
