How much should I expect to be charged by a smith to install a Defensive Edge brake on a Savage 110FP?

probably more than it would cost to have Shawn do it. I've seen prices range fom $50 to $200 , its not a simple job as it has to be indexed to the barrel so your best bet with the Savage would be send in the barreled action
