If you are getting good groups but one shot is a flier, I'll bet it's not the H1000 but shooter error or something .
If you're getting big groups, then its probably the powder.

RL-26 is definately worth looking in to. It shoots pretty good in my rifle with the 208gn ELD-M's and BR2 primers. I'm lightin' off 77.0gn and she's averaging 3092fps with accuracy hoovering right at/just under .5 MOA, ES is 13 and SD is 7.23. I started out at 74.0gn and went up in 1/2gn increments. You know the drill; start low and work up.
I tried this same combo last year with the 208gn A-Max and my top load of 77.0gn was always averaging 3060-3065fps. Not sure why these ELD-M's are a little faster but that's OK with me.
You may wonder why the BR2's, well, I tried all the magnum primers (Fed, Rem, CCI) thinking that's what it needed/should be. Never got the accuracy I wanted so I tried them (BR2's) and "wahla". Your mileage may vary but good luck and be safe. JohnnyK.

Some ideas...

I've used both RL 26 and H1000

I get more consistent muzzle velocity with RL 26. (Significantly more consistent.) My standard deviations with H1000 are in the high 20s and 30s, while my RL 26 standard deviations are typically low teens (or even single digits.)

I recently developed loads for two 300 WM's. Remington 700 and Tikka T3 both shooting Berger 200gr Hybrids and Retumbo. Tikka had best accuracy with 80gr at 2890fps and the 700 had best groups with 79.5gr. I don't remember the exact velocity on the 700 but it was a little over 2900. The Tikka shot consistent sub MOA at 300 yards but the 700 would not group less than 3" at 300 yards no matter what powder/charge/seating depth I tried (final grouping was right at 3"). For reference accuracy was established on repeatable 5 shot groups.
