Ballistic calculators that account for the winds effect on elevation adjustments?

If you mean elevation as in height for max ord, there is no accurate prediction model. Most of that is terrain dependent.

If you mean elevation as in slope, then for me it's done on the kestrel AB automatically when you enter the slope.

If by elevation adjustment you simply mean distance…any solver pretty much does this. You can do that math in your head with quick wind.

What caused the question, was a chart showing what I would call a Z effect related to wind's impact on POI based on the angle and direction of the wind

you are referring to aerodynamic jump
Is there any practical effect of a 10 to 15 mph wind inside of 600 yards say a moderate velocity bullet like a 168 308 at 2650

That's aero dynamic jump. It's a yaw of depose.
Most calculators do that.

the effect is there within 600, but, like most things you don't really see it that much except maybe 3/4 moa in some strong wind.
Inside 600, I'd be more concerned about fa no wind zero, because THAT will mess you up going forward.
