Does this have the non-rotating legs?

Not sure what you mean by non rotating. The legs themselves do not rotate or spin, but each of them do pivot in 5 different positions. The interface between the adm lever clamp and bipod has an adjustment that allows you to either cant the rifle, or lock it out so it cannot be canted.
