ATACR Remington long action case clearing issue

I bought a new Cooper Model 52 300 Win Mag and a Nightforce 4-16 x42 F1 scope. It came Warne bases and I used Nightforce medium height rings. As I've been sighting in the scope and developing loads, I noticed the spent case wouldn't clear the receiver. It hits the windage cap on the scope and settles back in the breech. I just got a Ken Farrel 20 MOA pic rail. After installing the new pic rail, it appears this hasn't solved this issue. Has anyone had this issue? The larger tube and windage knob seems to be an issue. Will I need to use taller rings...how high can I go to solve this without creating a sighting problem?
 
I had a similar problem with a Stiller action. The bolt used an "M16" extractor. The angle of the ejector to extractor was such that it flung the case into the windage knob. I was able to fix this problem by filling the corner of the extractor hook just a little. If you call up Cooper they'll probably be able to instruct you on what to do.
 
Thanks for the suggestion. I contacted Cooper today and they suggested some similar adjustments and offered to pay for the shipping and smith work. I shipped it to them this evening.
 
I have a 300 WSM x-bolt that does the same on a VX6 even with the capped windage. I'm pretty positive I could fix it by grinding the windage cap down a bit (comparatively cheap part on the vx6) because it works fine without the cap on at all.
 
Yes, that was suggested to me also. In my case removing the windage cap didn't help. The gunsmith at Cooper described a number of adjustments he would implement. He was very confident he would resolve this issue. None of what he described would have been something I'd be comfortable attempting. However, I hate waiting 3 weeks to get my rifle back. I'd just found the right bullet/powder/load combination and was really looking forward to proofing the BC.
