The box says Height=24mm
Is that to center of tube?
That would be 7mm from the base of the scope to the top of the rail/base?
So manufacturers are listing base t center and others are listing base to base so it is difficult to know for certain.
Does that hinge style hold the scope securely without damage to the tube?

sure does, holds securely as any other rings and will not damage the tube. ARC rings are highly rated and I've never heard of anyone having a problem with them.
