applying for elk in multiple states

I've been searching for an answer but haven't found it. The question is, if a non resident applies for an elk tag in multiple states (say Wyoming, Montana, and Colorado) and draws in more then one state. It returning a tag for a refund an option if you can't make the hunt for more the one state? I've read that Colorado does issue refunds but wasn't clear on the process. It seems that Wyo and Montana do not. I was hoping someone could confirm this for me? Maybe I'm overthinking and should just apply for one state (Wyoming 1st choice won't draw for sure unless win in the random)?
 
Wyoming I think offers a refund in the case of medical or death but not sure.
Heck, just it would suck to have to hunt two-three states. You may need a bigger freezer

The battle at home wouldn't be worth it! 🤣. Went out twice last year. Tough with kids at home still.

I read the same about Wyoming, basically if you draw, hunt it or eat the tag.
