Anybody have one that you're shooting the 140 Elite Hunters out of? How's it working? My neighbor got one the other day and can't get it to shoot very good. 3" groups at 100.
 
I have a 6.5 Creed HC in the McMillan stock. It is, without a doubt, the most accurate factory rifle I have ever owned.

140 Elite Hunters will shoot sub .5 moa at 400yds with RE23 or E26. And on a good day, they will group under an inch at 400yds.

The picture below is with very old stock 142gr Sierra HPBT bullets.

Sounds like he's using a proven powder for the bullet and cartridge. I'd start doing all the troubleshooting measures like checking the crown, scope rings, mounts and possibly even the scope. Followed by action screws and soon on.
 
my HCLR in 6.5 creedmoor shoots great. some early paper targets with it I had 10 shots in .854" or so…

i use mine for pinging 12" steel plates at 1000 yards with my buddy who has the Tikka heavy barrel in 6.5 creedmoor. i got him hooked on shooting and now he has a nice setup!!
 
Your neighbor's rifle should be shooting much better than 3" @100. Something is amiss.
Maybe you can help him find the problem through a process of eliminating what is not causing the problem.
