What COL are you running?
Have you tried loading 3 rounds at differing COL's, say .030", .040", .050" & .060" from the lands?
Have you tried the OCW method with your load?
There are many reasons that a certain load combination gets to a certain accuracy level then stagnates, maybe the powder is just not quite correct at that pressure level with that bullet, a change to a better suited powder may help. Your rifle may not like solid copper bullets, but 1" groups are nothing to sneeze at.
I always recommend RE19 with the 338 straight up, it's given the best results in every 338 I've loaded for.
