I have a quick easy question. I have a 20 moa pictanny rail and just wondered how it should be mounted. Should the angled down part of the rail be closer to the barrel or vice versa?? I am trying to use my turret out to 1000 yds. Vortex viper scope
 
Yes, the angle should slope to the barrell. It should be made to only go on one way, I used a Seekins for a Rem action and the design would only mount one way.

Tall end at the rear angling forward towards the barrel.

Think of it in terms of an Iron Sight. As you adjust an iron sight for greater distances you raise the rear tang.

Same principle.
