Weathery Vanguard actions for semi custom builds

Personally:
if I had a Vanguard action, I would absolutely start with it. Almost all Howa 1500 upgrades work.
if I were starting from scratch, I would lean much more to the 307 action.

BTW: I have 3 Mark V 6 lug (smaller) that I have barrels for to make semi-custom, or just use them as is ;)
 
If I could find a gunsmith in my area who would cut the metric threads for the barrels, I would be still using my Vanguard action that I started with some years ago. The last barrel had over 4300 rounds of 338 Edge through it. Over 1500, 300 Weatherby Mag and a few hundred wildcat 358 Eagle ELR rounds on the same Vangard action. It's retired now and I'm using a MKV action with standard threads.
That Vangard action is strong and reliable. Just find you a reliable gunsmith.
 
Wayne York at Oregunsmithing in Pendleton does A lot of Howa barrel work and makes aluminum bottom metal for some models. Since you live in Washington you can drive there in a day depending on where you live. 3 1/2 - 4hr drive for me.
 
Criterion and McGowen make "Howage" pre-fit barrels. I am sure there are others. You don't need a gunsmith to fit these. They go on just like a Savage barrel using a nut.
Now with news about those kinds of barrels for the Vanguard mine will be coming out of retirement... yahoo
