Cheap now gets expensive later. Buying a used "donor" R700 will mean it will have to have work done.

Buy a new action means it needs a barrel mag box and maybe bottom metal. Of course a stock or chassis.

Going with a non-R700 type action may be closer to what you are looking for. I used Weatherby Mark V 9lug for all my xx Nosler and my 338 Edge. Not the cheap way

Other than 50 BMG based cartridges or international 50 BMG equivalents, there is no cartridge I am aware of with a Saami spec greater than 3.7 inches. So sure, loading long is very popular and is useful but at what cost and effort do you got to increase the COAL specification by over 1/2 an inch.

3.34+.135 = 3.475. A berger 190 1.61 inches. The neck shoulder junction on a 28 Nosler is @ 2.314. 3.475-2.314 = 1.161. That leaves .449 protruding below the neck/shoulder junction. .449 is 28% of the 190 grain berger.

I have a 28 Nosler built on a Savage using AICS magazines. My max COAL is 3.615 and it's not long enough for the 195s that I'm shooting. The minimum that is recommend is 3.850 and I'd go for something longer if at all possible for some extra breathing room. When this barrel is finished it'll be a 7mm PRC to use the space more appropriately.

With respect. That is not "cheap" or "budget" or anything short of bonkers high end. I had one, 260 Rem and 300WM. It was nice to have the data for each barrel to dial the NightForce to but...

6.5 CM was not out when I got mine.
xx Nosler was not out when I got mine.
xx PRC was not out when I got mine.

I With all the options I had back then, I did not choose the DTA SRS as my platform for any xx Nosler. Several reasons. One big one the SRS is heavy, very very heavy. Not fun for hunting, not fun for any games that require moving from station to station. Fine for King of XXX games where you move seldom and shoot from a prone position.

I have since sold the DTA SRS. The XX Noslers and 338 Edge is on Weatherby Mark V 9lug.

I have a Lawton for bigger than a Mark V can handle. May never build it.

Accurate mag CIP

The grey area is that Remingtons often have extra free bore. You can often fit longer OAL in there bar no magazines restrictions. However, I have no statistics on any percentages of these rifles making it to 3.8, but I've had and know of a few factory barrels make it from base to jam (ogive) at around 3.8.

Obviously you can add more freedbore with a custom barrel plus the link above.

Can we get back on topic with affordable, long coal actions that are NEW to the market, gents? is there another brand that is becoming the new go to donor action, like a rem 700?

I can't think of anything that fits your specific criteria. New, budget/affordable, and x-long COAL. It feels like you can probably get two of the three but all three??? We're three pages in now… I don't think there's an answer to this trick question.

When I read the totality of these responses, I see people are answering two different questions:

1) Are there any new actions that are capable of handling the 28 Nosler that will give me the flexibility to load somewhat longer than the standard and that are reasonably priced?

My sense is the answer to that question is - "no"

2) If I want to obtain maximum performance (i.e. highest velocity) out of a 28 Nosler with the longest, heaviest, highest BC bullets; what do I need to do?

My sense is the answer to that question is - you will want to go with an action that is capable of having a mag box that can support 3.85-3.95 COAL.

Could try this. It says it will work with CIP length magazines. But, at that rate might as well get an Orgin, and at that rate might as well get a TL3.

The Browning X-bolt magnum action is long enough, might find one at a reasonable price. I load for 2 in 28N and both are .010" off the lands between 3.6 and 3.7" depending on bullet and magazine feed great. Both also take a 195 Berger over 3K fps at this length. Never seen an X-bolt with zero primary extraction either. Remingtons, lots of them have zero primary extraction. Can't ask for much more in my opinion than the X-bolt if you need a budget 28.
