Anyone ever see a barrel like this?

Just ran across this and I have never seen a finish on a barrel like this. Just wondering if someone could fill me in on what it is.

This was on a rifle, so the manufacturer of the barrel just never finished/ turned the outside of it?
Never seen one on a manufacturer rifle.
I've bought them that way from barrel manufacturer, had them fluted and then used my bench grinder with wire wheels to clean them up. Or my gunsmith took aluminum oxide sand paper and polished on his lathe.
 
Never had a barrel come from a manufacture that rough. A few smiths used to offer a finish like that. If I ever had a barrel come from the manu. I would send it back.
 
Never seen a finish like that. It looks like there was rust and someone may have used a die grinder and sanding disk around the circumference. Then some rough grit emery with an elongated twisting motion in an attempt to get rid of the swirls left by the grinder, followed by a heavy pass through a wire wheel on a bench grinder. Whether intentional for aesthetics or to remove some deep rust, there was some work put into it to get there, wouldn't call that a rough blank type of finish.
